Besides, it has also favoured a performance incentive grant of Rs 1500 crore for three special category States of Assam, Sikkim and Uttarakhand that have graduated out of non-plan revenue deficit. With elementary education at State level remaining a problem area, the Commission has accorded a grant, based on the Sarva Shiksha Abhiyan norms, of Rs 24,068 crore equivalent to 15 per cent of the assessed needs.

Seminar on strategy for Heritage management for Sikkim

Two days seminar on strategy for heritage management for Sikkim State was inaugurated by Mr. Sonam Gyatso Lepcha, Minister for Cultural Affair and Heritage Department (CA&HD) in a local hotel , here in the capital on 15th March 2010. The seminar was organized by Department of Culture and Heritage, Government of Sikkim.

Addressing the Seminar, Mr. Gyatso said that the department is initiating a step forward for the management and preservation of culture and heritage of the state. He said that such seminars are important as

Constitution has been amended 94 times

Many articles in the Constitution mention that they can be amended by a law of Parliament, which means these articles can be amended by a simple majority just like an ordinary bill. For instance, Article 2 states that Parliament may by law admit into the Union, or establish, new states as it thinks fit. Sikkim was incorporated into the Union of India by the 36th Amendment Act, 1975. In most cases a motion, resolution or a bill requires support of a simple majority of the members who are present and participating in voting. However, for some other articles the amendment has to be done by a special majority as mentioned in Article 368.

: A meeting was held today at Community Center Gayzing regarding the issue of Pink Card to the bonafide Sikkimese and the meeting was conducted by the State Land Revenue and Disaster Management Department. International Seminar on Social Violence and Police

Two days long International Conference on social violence and Police, organized by Sikkim University in collaboration with Centre for Public Affairs, New Delhi , Nehru Memorial Museum and Library, New Delhi Groupe Europeen de Recherche sur les Normativites, Paris, was inaugurated by the governor of Sikkim Mr. Balmiki Prasad Singh on 9th March at a local hotel here in the capital. The objectives of the seminar was to meditate on determinants of policing and policing culture in our society..
Addressing the occasion as the Chief Guest , the Governor Mr. B.P. Singh said that social violence is an inevitable aspect of almost all societies.

Rajya Sabha passes Women’s Reservation Bill

After frenzied opposition and repeated disruptions, the Women’s Reservation Bill has been finally passed in the Rajya Sabha on Tuesday evening.
The Rajya Sabha passed the historic Women’s Bill by division with 186 votes in favour, one against and no abstentions.
Amongst those who spoke were Bharatiya Janata Party’s (BJP) Arun Jaitley, Communist Party of India-Marxist’s (CPI-M) Brinda Karat, Bahujan Samaj Party’s (BSP) Satish Mishra and Jayanthi Natarajan of Congress.

German Development Bank team meets the Chief Minister

Reforms for effective administrative system discussed

A meeting chaired by Chairman, Administrative Reform Commission, Government of Sikkim KS Rao was held at the conference hall of District Administration Centre Gangtok on March 5.

Addressing the meeting, Mr. Rao said that the meeting was being held to discuss about the present administration system and also to bring about some reforms for an effective administration system for the people of Sikkim duly keeping in mind the vision of the Chief Minister.

6th Pay Commission should be imposed if Sikkim employees are still unhappy: TW Lepcha

Lachen-Mangan MLA TW Lepcha today said that Sikkim Government employees are not happy despite the step taken by the State Government towards enhancing their pay scale and allocating 85 percent of budget while the remaining 15 percent is allocated to 85 percent population in the State

State level youth convention held in Jorethang

“I will do ever possible work that I can do for the poor people of Sikkim. Sikkim has problems but its problems are not bigger than those faced in other States,” Mr. Chamling said while addressing the State level Youth Convention of Sikkim Democratic Party held today here at Jorethang play ground.
He also rued the fact that people are not making use of the opportunities provided by the State Government over the years. “It is very painful to hear that people are still unaware of various opportunities provided by our government,” he said.
