<p style="text-align: justify;">Gangtok, Feb 6 (PTI) The Sikkim government has issued a directive that people seeking employment with the state government need to produce loan clearance certificate from the state-run financial institutions. The Department of Personnel has issued the directive that for the purpose of all fresh appointments in any posts in the government service it will be mandatory to produce loan clearance certificates from the State Bank of Sikkim (SBC), Sikkim Industrial Development and Investment Corporation Ltd (SIDICO) and Sikkim Scheduled Tribes and Other Backward Classes Financial Development Corporation (SABBCO). According to an official release today that those who have not taken any loans from the SBS, SABBCO or SIDICO, they will have to produce no objection certificates or similar documents to that effect. A few weeks back the Department had issued a directive linked to the promotions wherein employees under the state government were directed to produce clearances of utility bills and taxes at the time of their promotion. Along with the Annual Confidential Report (ACR) and the Annual Property Returns (APR) and other entitlements employees were directed to produce their utility bills including those of water supply, electricity bills and sewerage at the time of their promotion.</p>

<p style="text-align: justify;">6 Feb,Gangtok, February 6: This year, Human Resource Development Department is playing pro active role in providing Schools text books along with exercise books before the School reopens. Special request had also been made to NCERT and CBSE by the Department and early response from their side had resulted on the timely available of text books. The Department had already dispatched the textbooks and exercise copies to all the district stores, informed the Secretary HRDD, Mr C.S. Rao in a Press meet, today at the Conference hall of the Department.  It was informed that 8 Schools of North District, 13 of East and 6 of South had already lifted their textbooks from their respective District stores. While for West District, the Department had dispatched the textbooks today morning as well.<br />
The department is now in a position to supply the textbooks on time for which the Secretary had also expressed his gratitude to the Chief Minister, sister department and the media personnels in rendering their cooperation. The Secretary further stated that sufficient stocks are available and excces requirements made by the Schools will be addressed soon.<br />
There are altogether 779 Schools in the State out of which  44 are Senior Secondary, 107 are Secondary, 196 Junior High School and 340 are Primary Schools alongwith some SSA Schools. It was further mentioned that from class 1 to Class 5, there will be two term books which contains all the subjects together with separate language books. The Term Book I will cover the first half yearly session and the Term Book II will cover the second half session. From this year onwards, most of the contents of the book have also been changed and the Department is also planning to organise three days special teacher training programme for the teachers and dates will be finalized soon, informed the Secretary.  7 numbers of Exercise copies will also be supplied per student to the students from I to V, the secretary informed.<br />
For classes 6 to 8 , there will be no term book and separate books are available for which Social Science, Science and Mathematics are developed by NCERT and English and languages is being developed by SCERT and Language Cell HRDD. NCERT and CBSE have developed the books for Classes 9 to 12 and the textbooks are being published by the Frank Brothers Publication while the exercise copies are published by the Green Tara publication, Gangtok.</p>

<p style="text-align: justify;">6 Feb,New Delhi: Ministry of Consumer Affairs, Food &amp; Public Distribution has convened a meeting of State Food &amp; Agricultural Ministers to discuss reforms in PDS. Improvement in Targeted Public Distribution System (TPDS), procurement of foodgrains and enhancement of storage capacity in view of proposed National Food Security Act are also in the agenda of the meeting.</p>
<p style="text-align: justify;">Two-day conference, to be held on February 8 &amp; 9, 2012 in New Delhi, will be inaugurated by Shri Pranab Mukherji and will be addressed by Agriculture Minister, Shri Sharad Pawar and Consumer Affairs, Food &amp; Public Distribution, Prof. K.V. Thomas. Senior officials of various Central ministries, Planning Commission and UIDAI will also participate during the Conference.</p>
<p style="text-align: justify;">Issue of additional requirement of foodgrain production, procurement, required storage capacity and quality control will be discussed in detail with the respective stakeholders during the meeting. The Government is working on improving procurement infrastructure and optimization of storage and transportation cost and losses. It is also considering committed transportation system for speedy movement of foodgrains to consuming states from procurement centres. Direct payments to the farmers to encourage procurement is also being adopted. State Governments will be requested to identify steps to further strengthen these efforts during the discussions.</p>
<p>The Government has launched computerization of PDS end to end, some pilot projects have already been completed successfully and in some States significant progress has been made in issuing of biometric cards, identification of beneficiaries for various categories and elimination of bogus ration cards. The Conference will discuss further strengthening these efforts and linking it with UIDAI.</p>
<p>Senior officials from Ministry of Women &amp; Child Development, Ministry of Rural Development, Department of Agriculture, Ministry of Home Affairs, Ministry of Housing &amp; Urban Poverty Alleviation, Department of School Education and Literacy, Department of Economic Affairs, National Advisory Council and Planning Commission will also make presentations during the meet. <p style="text-align: justify;">6 Feb,Gangtok : “Sikkim has played a major role in preserving and promoting Indian Nepali literature, language and culture. The initiative to install the full sized statue of first Nepali poet Bhanubhata Acharya was contemplated by Sikkim, whereas the major step in order to include Nepali language in 8th scheduled of Indian constitution was successfully taken by Sikkim. Not only that, Sikkim hosted a mega event of honoring the great talents from Nepali community of national and international repute for the first time.” An octogenarian literary personality and the popular novelist of famous Nepali novel  Basai, Shr Lil Bahadur Chhetri expressed while speaking as the chief Guest here at Sikkim house, Panjabari in a literary meet called, Sahitya kala Sangam organized by Himgiri Prakashan, Gantok, Sikkim.</p>
<p style="text-align: justify;">Shree Chhetri further said that in the field of promotion of Nepali language and literature, the Indian Nepali people always look forward to Sikkim. The present Chief Minister of Sikkim, Shri Pawan Chamling is a poet and a literary person who have taken incomparable initiative in the field of literature. He recalled the mega event of Sikkim Samman Sammilan where he was also honoured and lauded the effore. He further said that while organizing such a function in near future, the talents of Assam also have to be genuinely taken into account. He hoped that by organizing such a literary function by Himgiri Prakashan, Gangtok, the literary persons of the regions will come into contact frequently and exchange their works and unite in the promotion of literature in national level too.<br />
While addressing the meet, Dr. Khagendra Chamlagai  appreciated organizing the literary function and stressed the need of publication of bibliography of Indian Nepali litterateurs  and hoped that Sikkim can take  such a genuine work.</p>
<p>While presiding over the function, the literary person and journalist Bijay Bantawa in his speech expressed that literature has no boundary and limitation and it works to link the people immensely. The main objective behind organizing such a literary meet is to provide a forum to the writers and literary persons of North East from Nepali or Gorkha community and exchange their creative works and views on literary pursuits. He also stressed the need of translation of Nepali books in different language including Assamese and English.</p>
<p>The literary meet was also addressed by Dr. Kamal Chhetri, poetess, Laxmi Subedi, Secretary of Panjabari branch of Nepali Sahitya Parishad Deven Sapkota, Social worker and advocate Shri Kishore Upadhyaya, Shri Nanda Kirati Dewan and Shri Kamal Pradhan. In the self composed poetry recital session, poet Shri Rohit Gautam, Dr. Kamal Chhetri, Poetess Laxmi Subedi, Poetess Dr. Induprava Devi, Poetess Niru Parajuli presented their poems.<br />
In the musical presentation session, Shri Kamal Pradhan, Shri Rabi Thapa and Shri Uttam Chhetri presented Nepali songs while Miss Suman Rai presented a dance.<br />
In the meet, Shri Chintamani Sharma, General Secretary of Nepali sahitya Parishad, the Gorkha youths of Manipur Shri Ramesh Baskota, Shri Deepak Chhetri and a large number of Gorkha youth of Assam were present. The students from Sikkim studying medical science and various other disciplines were also present who interacted and shared their experiences in the meet.<br />
Earlier, Miss Ruth Rai on behalf of the organizer of the meet welcomed the guest. The organizers offered Sikkimese khadas to the guest while welcoming them in the meet.<br />
The function was conducted by Guwahati based correspondent of Himgiri and Snowline and promising Gorkha youth leader of Assam Shri Nanda Kirati Dewan.</p>

This year the theme of the pageant is ‘Beauty with Compassion and a Mission’. In the upcoming week various rounds of selection procedure will go on. And the final Event is schedule on Feb 24, at Mayfair spa resort &amp; Casino.<br />
Raj Pradhan Managing Director Ckim Travels, stated that &#8220;The compassion is to encourage people to preserve the rich culture and to spread love and togetherness. <p style="text-align: justify;">5 Feb,Rangpo: In continuation to the recent &#8216;unauthorised&#8217; activities carried by the authority in absence of land owners week before victims today sprouted together at Khani Khola,Majhitar. It may be recalled that previously the team of LRD chainman and railway staff had scaled the land and mapped for the Railway infrastructure building in surrounding area of Khani Khola due to which the land owners got angry due to their monopoly behaviour. On asking the railway officer two week before he had said &#8216;Your authority called us for scaling the land for proposed railway works, we were told that people have agreed!&#8217;. That time,on hearing such amazing statement land owners got shocked that without any notice and information how come the authority treat Sikkim people as a cats and dogs, such that they trespass without any prior information and being their work.<br />
Today hundreds of land owners gathered at Khani Khola for a meeting to discuss such abnormal behaviour of authority and to make stand over the land acquisition by the authority tactically in course of time if it happens. The amassed gathering in one audible voice have made it clear that not a single inch of land will be given by any mean for the railway. The gathering also said that by giving the land to authority means becoming &#8216;Sukhumbashis&#8217; which will eventually dither the lives of future generation.<br />
Citing scores of examples of land being acquitted by the authority in the state which led to big problem for poor Sikkimese people later, the gathering decided to formulate a common platform to raise the voices at large. The gathering unanimously decided to form a committee for defending the issue, in this regard &#8216;Railway Affected Khanikhola Majhitar Joint Action Committee&#8217; (RAKMJAC) was formed today.<br />
During the first meeting held today all possible issues were discussed among the land owners for further movement in case of any such incident appears or the authority tries to forcibly indulge/encroach in any one of land owners private land hence fourth. The body will be holding the next meeting on 12 February in Khanikhola where further stand will be discussed said body member.<br />
In context to the very first meeting held today the body has whipped and cautioned the authority for carrying such unauthorised and sick methods to acquire innocent Sikkimese people’s land. In its strong message today the body has warned that ‘Not even a dust of land will be given at any cost crushing the sentiments of future generation’. Although we aren’t against the development but it will be great favour if authority try to understand the feelings of people and attachment with soil.<br />
It may be recalled here that for building proposed railway infrastructure then Railway Minister Mamta Banerjee had selected Mining Ground as a suitable place for the railway platform.</p>

<p style="text-align: justify;">4 Feb,New Delhi/PIB: The Prime Minister, Dr. Manmohan Singh addressed the Conference of Chief Secretaries in New Delhi today. Following is the text of the Prime Minister’s address on the occasion:</p>
<p style="text-align: justify;">“The Conference of Chief Secretaries is truly an important event in our annual calendar. Each one of you brings nearly a life time of administrative experience to this important gathering. Therefore, collectively you represent a vast body of knowledge and wisdom that the country can and should benefit from. As I welcome you all to this conference, it is my sincere hope that we will gain out of the deliberations here as much as we can and we should.</p>
<p style="text-align: justify;">We live in uncertain times and no one knows this better than the Chief Secretaries of States. As a country, we face a whole range of challenges in diverse areas. In my message to the nation on the eve of the New Year I had grouped these challenges into five broad categories. I consider it worthwhile to re-state these five categories here: one relates to livelihood security, the second relates to realization of economic security, third to energy security, fourth &#8211; ecological security and finally, the concerns with national security. It is important that all of us have a clear understanding of these challenges. Also, to effectively overcome them, the Centre and States need to work together. And the Chief Secretaries have obviously a key role to play in ensuring this sort of outcome.</p>
<p style="text-align: justify;">While we should recognize the difficulties that we are confronted with &#8211; and we must have strategies to cope with them &#8211; we must also have the faith that these difficulties are not insurmountable. Indeed, we have faced uncertain times before. We have faced crises. We have faced difficult odds. But each time our nation has emerged stronger. I have no doubt that whatever be the challenge; we have the will and the ability to achieve success, provided of course, that we all work together and with firm resolve.</p>
<p style="text-align: justify;">I understand that one of the topics for focused discussion in your Conference is Transparent and Accountable Governance &#8211; Effective Public Service Delivery systems. Last year when I addressed the Chief Secretaries on 4th February, 2011 I had emphasized the need for a systemic response that reduces the opportunities for corruption in our public life. I had stated that our government was committed to taking all legal and administrative measures to curb corruption in public life. I had also said that we should make full use of advances in modern technology to improve the delivery of our public services system.</p>
<p style="text-align: justify;">Let me say that we have moved substantially forward in these areas in the last one year. We have introduced in Parliament a Bill on Citizens’ Charter which will empower citizens to demand services with appropriate standards from various government departments. The Electronic Delivery of Services Bill has also been introduced in Parliament and as the name suggests it provides for electronic delivery of public services to our citizens. Unfortunately, the Lokpal and Lokayuktas Bill could not be passed in the last session of Parliament but I do hope that we would soon be able to enact a strong Lokpal law. We are moving forward on framing a law for regulating public procurement. The National e-Governance Plan is being implemented to make use of Information and Communication Technology to improve delivery of services to our people. We have made rapid progress in providing Aadhaar numbers to about 13 crore residents, which will help in improving the delivery of programs, particularly those meant for the poor and the under-privileged, and in eliminating leakages. We have also recently approved the coverage of an additional 40 crore residents under the Aadhaar scheme.</p>
<p style="text-align: justify;">All this builds upon our earlier initiatives such as the Right to Information Act, the Judicial Accountability Bill and the Whistle Blowers Bill. But we still have a long way to go in our efforts for ensuring transparency, accountability and probity in public life. I would urge all of you to ensure that the Centre and States work together to move ahead to achieve these goals.</p>
<p style="text-align: justify;">The latest data show that our economy grew at the rate of 8.4% in 2010-11. This was a creditable performance when seen in the background of a crisis-ridden world economy. But, growth in the current fiscal year is likely to be lower, between 7 and 7.5%, in a large measure due to the continuing uncertainty in the global economic environment.</p>
<p style="text-align: justify;">Inflation was a persistent problem during the course of the last year, particularly regarding food items. Our government undertook several measures to ease the supply constraints that were a cause for rising prices. This coupled with the policy of monetary tightening that the Reserve Bank adopted has led to a continuous decrease in inflationary pressure in primary food articles in recent weeks. The overall inflation has also eased. But, monetary tightening together with a difficult global economic environment, particularly the lingering Euro Zone crisis, has impacted the rate of growth adversely.</p>
<p style="text-align: justify;">As I had stated in the last Conference of Chief Secretaries, and have also said on a number of other occasions, the key to controlling inflation in food articles on a sustainable basis lies in increasing agricultural production and productivity. And it is here that the State governments have a crucial role to play. I am happy that together we have succeeded in achieving a very high growth rate of 6.6% in agriculture during 2010-11. I would like to compliment the State Governments for their positive role in this achievement. I would also urge them to give even more attention to areas such as modernization of the agricultural research and agricultural extension system, public investment in agriculture, and reform of the agricultural marketing system and practices. As an enabling provision, the creation of modern storage capacity including cold chains and post-harvest storage have now been included under the Scheme for Financial Support to Public Private Partnerships (PPPs) in Infrastructure i.e. Viability Gap Funding Scheme. There is a need to review and amend the Agriculture Produce Marketing Act to enable farmers to bring their products to retail outlets and also allow retailers to directly purchase from the farmers. This would bring better remuneration to farmers, check wastage and allow competitive prices to prevail in retail markets.</p>
<p style="text-align: justify;">The Central government has announced a National Manufacturing Policy with the objective of enhancing the share of manufacturing in our GDP to 25 per cent within a decade and the creation of 100 million jobs thereon. The policy is based on the principle of industrial development in partnership with the states. The Central government will create the enabling policy framework, provide incentives for infrastructure development on a Public Private Partnership (PPP) basis through appropriate financing instruments, and the State governments will be encouraged to adopt the instrumentalities provided for in the policy. National Investment and Manufacturing Zones (NIMZs) are an important instrumentality in the new Policy framework. I would urge the Chief Secretaries to carefully consider how the States can take the maximum advantage of the National Manufacturing Policy.</p>
<p style="text-align: justify;">We also need to equip a large number of our people with skills so that they can engage productively in the processes of nation building, and at the same time earn decent incomes to lead a fulfilling life. By the year 2018, India will need about 26 crore skilled people. This demand cannot be met unless we undertake ambitious programs for development of skills. Our government has taken a number of steps for skill development which have met with modest success. We intend and we must to do more. I am also aware of the good work being done by some States in skill development. I would urge all States to show leadership in this vital area of national endeavour.</p>
<p style="text-align: justify;">The introduction of the Food Security Bill is a historic step that our government has taken. The Bill not only provides for an entitled quantity of food-grains to every household from the Public Distribution System, it also contains provisions for food of appropriate nutritional standards, free of charge, for pregnant and lactating mothers and children up to the age of 14. These legal entitlements can become a reality only if we reform our Public Distribution System, and reform it effectively and with speed. I would urge you to pay urgent attention to end to end computerization of the Public Distribution System. We should be in a position to effectively implement the Food Security Bill by the time it is enacted as an Act of Parliament.</p>
<p style="text-align: justify;">I would like to touch two other issues that have been flagged in the earlier conferences as well. These are issues of continuing importance and ones that require persistent efforts for their resolution. I would mention them only briefly because I believe they are fairly well understood.</p>
<p style="text-align: justify;">First is the concern with internal security. I must compliment the States for ensuring that the situation on the internal security front remains by and large stable in the last one year. But, serious challenges and threats, primarily from left wing extremism, cross border terrorism, religious fundamentalism and ethnic violence still persist. These need to be tackled with a firm and effective and yet sensitive hand. The Central government will continue providing all possible assistance to the States in their efforts in this direction.</p>
<p style="text-align: justify;">The infrastructure deficit is yet another important area of continuing concern. This deficit still remains large, and it is one of the critical constraints that limit our growth processes. We need to find innovative ways to bridge the infrastructure deficit. While we have made some progress in the last few years, a lot more remains to be done. I would request the States to pay more attention to the area of infrastructure development, laying particular emphasis on roads, highways and irrigation facilities.</p>
<p style="text-align: justify;">Disaster management is yet another area which requires systemic attention.</p>
<p style="text-align: justify;">I understand that innovation will be one of the areas that you will discuss in this Conference. Our government believes that innovation has a critical role to play in our endeavors to meet the diverse challenges that our country faces. It is for this reason that we wish to make the current decade a Decade of Innovation. We must encourage innovation and creativity and come up with novel solutions to pressing national problems. We must build an enabling environment in our country for innovation to flourish. Our government has constituted a National Innovation Council to formulate strategies for inclusive innovation and prepare a Roadmap for Innovation 2010-20. We are also taking a number of other initiatives to encourage innovative thinking among our children and among our youth. To promote innovation, the 13th Finance Commission has provided a grant of Rs 1 crore to each District in our country. I would urge the Chief Secretaries to ensure adequate attention to encouraging innovation and creativity in their respective States.</p>
<p style="text-align: justify;">I hope the spirit of innovation and creativity will permeate your deliberations. While each one of you will surely gain from the exchange of ideas and views, one good test of the success of the Conference will lie in the practical suggestions for policies and programs improvement that you can come up with. I wish your discussions all the very best.”</p>

<p style="text-align: justify;">3 Feb, New Delhi: On the basis of  Comptroller Auditor General of India[CAG]  report    Shri Anand lama of Gangtok had filled the W.P (C) No. 40 of 2011 in Sikkim High Court in which the scam of more than Rs. 10,000 crore scam in the hydro power projects was highlighted.  In the mean time petitioner Mr. Anand lama had filled a transfer petition in the Supreme court of India [T.P (C) no. 1387 of 2011]. Today the abovementioned matter was listed before the Hon’ble Supreme court in the bench of Justice Deepak Verma and Justice K.S.Radhakrishnan in which the Hon’ble court had ordered :-</p>
<p style="text-align: justify;">“As per the recent development,  we defer to take this matter for  two months.”</p>
<p style="text-align: justify;">It may be noted that this PIL  matter had been filled by Shri Anand lama   in the larger interest of the Sikkimese people as the state of Sikkim has lost more than 10,000 crores (Ten thousand crores) rupees in the Hydro Power scam as per the Comptroller Auditor General of India [CAG] report  which is similar to 2G spectrum in the national level. In a small state such as Sikkim this  would be  an extra ordinary amount actually earned from own soil of Sikkim state and this amount would have helped immensely in the development of all sectors especially in the upliftment of rural people of Sikkim. Sikkim with a population of  around 6,00,000 lacs people which statistically would have around 85000 houses in the state of Sikkim and  if 10 lacs rupees is given to each house in Sikkim then everyone would become a rich and Sikkim would still have enough money for development. This is a very sad state of affairs of the state of Sikkim and each and every Sikkimese people has become a direct victim of this  huge loss. Further body reiterates that sustained demand to scrap the third one i.e, Tashiding HEP, also slated over the same sacred Rathonghc River.<br />
NASBO keeps a fith that good sense prevails in the Government while it also would congratulate the government when it issues necessary notifications to th eabove effect. With such fact such act would go a very long way in the preservation of Sikkim’s unique lineage and rich culture-tradition –dharma.</p>

<p style="text-align: justify;">3 Feb, IPR/Gangtok: The MIT group of Institutions, Pune, India has conferred the honour of Bharat Asmita Jeevan Gaurav Puraskar 2012 , Special Award for Life Time Achievement to Shri Pawan Chamling Chief Minister of Sikkim. At a well attended function Shri Chamling was handed over the award, a plaque, a citation, and shawl, by Dr R A Mashelkar Padma Bhushan, and Chairman of the Bharat Asmita National Awards Committee. The other imminent recipients of awards in their respective fields were Shri Nana Patekar, actor/ director, Shri Siddartha Basu, Mass media, Prof S Parasuraman, Director, Tata Institute of Social Sciences , Prof Samir K Brahmachari Director General CSIR and Shri Jayant Chaudhary MP Lok Sabha.<br />
Speaking on the occasion the Chief Minister apprised the gathering about the various development such as Catch, Green Mission, Kutcha house free mission of the State. While addressing the student community of MIT institute he urged the younger generation to inculcate the values of hard work, sincerity, and responsibilities and contribute towards nation building.</p>
<p style="text-align: justify;">Started in 2005, the Bharat Asmita National Award is a prestigious award given to prominent luminaries in various fields such as education, social and political fields, science and technology etc. In the past some prominent recipients of these awards were Shri T N Seshan, former Chief Election Commissioner, Shri Jyotiraditya Sindhia, Shri Rajdeep Sardesai, Mallika Sarabai and Bharka Dutt of NDTV.<br />
The Chief Minister was accompanied by his wife Mrs Tika Maya Chamling, Mr O.T. Lepcha MP Rajya Sabha, Principal Secretary to HCM and Secretary IPR.</p>
