Gangtok, June 18: MLA cum Acting President of opposition Sikkim Krantikari Morcha (SKM) party, Kunga Nima Lepcha today accused the Sikkim Democratic Front (SDF) led State Government of ‘doing away’ with Rule 4(4) of the Sikkim Government Establishment Rule, 1974 governed under the special provisions of the constitution i.e; Article 371F which deals with the appointment of Services for Government of Sikkim giving preference to locals possessing Certificate of Identification or Sikkim Subject.
Lepcha alleged the State Government of violating the said rule citing appointment of Subratin Chaudhary as consultant under the Agri-Horticulture Department and Anita Gupta as OSD under Skill Development Department which he maintained had been done by completely sidelining the Rule 4(4) of Sikkim government Establishment Rule of 1974.
“The Rule 4(4) is an old law which the SDF government has been violating time and again. The scenario was different earlier as far as the state’s helplessness pertaining to lack of adequate eligible resource persons to run the state was concerned, but the scenario has changed now. We have plenty of educated youth now eligible to take up the various bureaucratic posts in the state. However, the incumbent government has been appointing outsiders and we strongly condemn this,” Lepcha said in a press conference today.
“The Chief Minister though talks of protecting the interests of the Sikkimese people but the way the government functions is in total contrast to his statements. The CM should practically walk the talk” he added.
Prem Raj Gurung, the SKM Labour Wing General Secretary also criticized the government for failing to secure 90% reservation for locals in private companies in Sikkim.
“Though the government while signing MoUs with such companies has made 90% local recruitment mandatory, it has failed to ensure the same in reality. This clearly shows the government’s laid-back attitude towards the local populace, especially the young unemployed youths of the state” Gurung said.
