25 Nov, Mangan: Today the Officers of HRD, Headmasters of all Schools of North District and Panchayats organized coordination meeting at BAC conference hall, Mangan, North District, on November 24th.
The programme was attended by SBS Manager, Mangan branch as Chief guest, Jt.Director, HRDD, Sonam Dadul, Dy.Director, HRDD, RN Singh, SUTWA President, Karma Bhutia, Principal of MSSS, RK Pandey, BRC Mangan, Kalzang Bhutia, AO & Sr.Accountant of HRDD all headmasters of different schools and Panchayats.
The programme started with welcome address by AEO, BAC, HRDD. And then the programme followed with the highlighting the problems faced by the Headmasters of different schools of North District. The HM’s and the SUTWA President placed 14 points agendas framed by the Headmasters of Primary schools and Jr.High schools. The agendas were, ‘ fund requirement should be fulfilled according to nominal roll, monthly payment must be made available by the 2nd working day of every month. GPF, CPF, & GIS subscription should be made on line, bank loan installments should add in our net salary so that the responsibility of repayment will be taken by the concerned teachers and HMs, draft/challan relating to LIC, income tax and professional tax be issued before the 8th of each month, arrear bills up to November.2011 should be sanctioned and the payment should be made before closing of school, leave encashment orders & payments should be made available within the stipulated time, provisions for TA/DA for headmasters under BAC, Mid day meal reimbursement should be in time, stationary and ancillary grants should be enhanced as per the requirement on timely, relieving orders of staff members should be issued through proper channel, role of Cluster Resource Coordinator should be clear by Department, circular of BDO for the payment of Salary and medical re-imbursement should be released on time as so many are on pending’.
The teachers also focused on that, it is very sad to reveal that the monthly salaries of the teachers are not dispersed on time. Consequently teacher is not able to repay the monthly loan installments and other deductions. The department only dispersed only salary to the teacher instead of their gross salary, consequently teachers are unable to contribute to various deductions. Here they questioned the concerned authority that who would bear the extra penalty for the late payment. And the grievances has already been already been acknowledged to Chief Minister of Sikkim on 15.04.2011 but still the problems has not been solved.
AO and Sr.Accountant, HRDD, clarified that, delay in salary disbursement there is an problem with Panchayati Raj Institution(PRI) as no such proper guidelines has been provided to the Panchayats in preparation of utilization certificate and non-accountability system. So it has to be mandate with proper channel at District level between Department of HRDD, BAC and RM&DD to go through proper channel and sort out the salary problems of HM’s of the schools. They also informed that, loan draft will be cleared soon and DA arrears will be cleared later.
Jt.Director, HRDD, North, informed all that, there is only problems occoured due to shortage of BAC staff and might the department of RM& DD have not been able to give concentration due to their own different schemes and developmental works. So, the HRDD and RM&DD officers will have coordination meeting to sort out the problems as soon as possible. He also informed that, in Government schools the enrollment of students are verified very low at class I standards and it has also to be sort out why the enrollments are decreasing in Government schools comparing to private schools. Whether it is due to low class of education system or due to of other reasons. For Chief Minister Scholarship, one student from each schools of North district from class I – Vth standards has to be selected compulsory and all the selection reports has to be reached within school closing session. He, also informed that, from 2012 session the Legal Right subject will be included in new syllabus.
Chief Guest, SBS branch Manager, in his address requested the HRDD officers to resolve the teacher’s salary problems at earliest and make proper coordination for good education system for childrens. And staff for updating the utilization certificate should be provided by the department.
