Mangan, 25th October: An Ambitious and visionary programme of the Chief Minister, the Village to village tour for North district began on October 25. The North Sikkim tour of the Chief Minister is also to meet the people of the district in the wake of the earthquake and to assure them of every support from the government for rebuilding and redevelopment. The Chief Minister, Pawan Chamling was accompanied by his cabinet colleagues, Chief Secretary, DGP, HoDs of various departmentsr. The first day of the North district tour started their tour from Namok-Shayam, village.
In the morning, CM and his entourage attended a public meeting at Eklavya Model Residential School wherein a warm traditional welcome was accorded to the CM. The Chief Minister at Eklavya Model Residential School presented Rs. 1 lakh to the students of the school as a token of love. After that the team attended similar programme at School ground of Mangshilla Govt. Sec. School. While, speaking at both the meetings the CM expressed his positive response towards the demands placed by the public and assured them to take up all the demands on priority . Further, he said that one storied house would be constructed for those who have lost their house during earthquake and simultaneously he directed the concerned officials to prepare a detail report as early as possible so that the DPR could be send to the central government. Beside this he also assured that entire collapsed religious institution and monastery will be redeveloped and constructed to preserve its old importance. Talking about the recent earthquake, relief activities and the funds utilized for relief, rescue and rehabilitation the Chief Minister asked the people not to listen to the rumours floating in the market and assured that a white paper will be issued by the government on the funds received for the earthquake victims. In this connection he asked the government emoloyees and the public representatives to take the responsibility in rebuilding and redevelopment of the state.
Sikkim like all other States of India did not have a predesigned disaster response plan. The State had never before dealt with a disaster on this scale and failed to realise that corruption posed a real threat to aid effectiveness. The Government did not pay any attention to the suggestion of Peoples’ Forum on Earthquake (PFOE) for constituting an Advisory Committee for monitoring relief operations. The Government also failed to understand that the participatory decision making in the design of aid strategies is a key enhancing the transparency of relief and reconstruction efforts. The challenges before the Government now lie with having to balance the need to guarantee quick relief with the need for transparency. Hence this White Paper! What White Paper? That would be a bundle of BIG WHITE LIES!!!!____

well said tenzing…as long as this fool at the helm stays along with his underlings, all that will happen is that corruption will continue rampantly and natural disasters like this will give these people another oppurtunity to steal
