11 Oct,Gangtok: The meeting expresses its serious concern on the manner the earthquake cash relief is being distributed for the rehabilitation/restoration/repair etc of victims houses and properties in all the districts of the state. The cash relief is being distributed not by the Govt. agencies after proper assessment of the damages but is being distributed directly by the CM, Ministers, MLA’s and SDF party Panchayats in discretionary manner and as their “discretionary grant” without verification of extent of damaged caused. There is allegation that even “Dasain Kharcha” were distributed from the relief fund. Victims are discriminated on the basis of party affiliation and proximity to concerned MLA’S/Panchayats etc.
The meeting decided to make a visit to such areas from where complaints are coming, to get the first hand report and if necessary make representation to HE the Governor with a memorandum, on the matter.
The meeting strongly opposed the Govt’s decision to cut one-days salary of all the government employees to contribute to CM’s relief fund despite the fact that more than sufficient fund have been powering in from the Central Govt/different State Govt’s and private agencies within and outside the State.
The meeting also decided to seek all the details of the total fund received from the different sources and utilization of the said fund, through RTI.
