Sub: An open letter regarding the monitor of Relief Funds and setup up a effective mechanism for its disbursement.

Respected Sir,
An unprecedented disaster has struck our home. A crisis which Sikkim has never went before. Lots of precious lives and almost all the house hold and houses got affected. In this hour of grief we are with the Govt. to lend our support for Monitoring of Relief Fund Disbursement so that every affected person and house gets its share ,which may or may not be sufficient but certainly they need it.
For every fund related matter there should be a effective mechanism and 100 % transparency to channelize it to the right person. There would be misuse of funds if not monitored correctly, in this regard we want to the suggest following points before disbursing the relief fund:
Ward Panchayat should display the SURVEY report prepared by him/her which he/she has submitted to DC/BDO, in 4 or 5 prominent places of the ward, so that the affected person may know whether his/her damage is recorded or not.
If ward Panchayat left some houses due to some reason, the affected person’s grievance should be incorporated to the SURVEY (if he/she is able to show proof of damage ) report of that ward with the order of DC/BDO. The DC/BDO should take action immediately by incorporating the name of that person and the concerned Panchayat should be dealt with severely.
Govt should categorize the damages accordingly and should declare the RELIEF AMOUNT according to category.
The relief amount should be released according to ward, as ward wise monitoring is more effective and easy than whole BLOCK or Constituency.
The victims should not be given CASH in hand instead he/she should be given Account Payee CHEQUE.
Every DAC and BAC should keep record of fund disbursement, with full record of the Relief Receiver.
Govt. can seek the help of local NGOs and volunteers for the cause which may speed the work flow.
Govt. should launch a website detailing everything related to Relief Fund Disbursement.
