It may not be unwise to call India a land of scams and bulging corruption having envisaged the periodically rising issues each day in the media from various locations within the country. One after another the issues of scams and corruption make the face of largest democratic country’s reputation drills down to nowhere. The worst probed cases of top scams which make the nation shameful internationally are Commonwealth Games, 3G Spectrum, Aadhrsh Housing for Kargil Martyr which involved a massive money being misused by the leaders and bureaucrats.
Coming to the state level corruption of the nation, a so called powerful constitutional right called Right to Information Act 2005 (RTI) was formed for ease of common citizen to check and curb the inefficiency within the governance but almost after seven years of implementation nothing fruitful could be achieved through it. Unfortunately what made more interesting was catalysis process where fourfold increase in corruption and scams have never before begun. The RTI has simple become a tong tool pull the breadcrumbs from the big developmental works which involves a huge budget. The RTI is become a livelihood of like minded people from grass root to creamy layer berth rather than used it as a wizard to check abnormality in the governance and system.
Talking about state of Sikkim, the RTI Commission Main Office is itself an illusion having no any entity or weight age. The proficiency of RTI being seriously invoked in Sikkim is at worst stage compared to other state in India. Almost several cases of RTI are filed by citizens seeking for information over crucial issues are laid stagnated in the file or they are withheld in the investigating authorities branches like vigilance. The estimated percentage of success rate of RTI in Sikkim can be assumed to be in decimal digit rather in single digit looking at the negligence or it could be the dominance by some forces in the system. Rage of power and money has baffled the entire topology of nation’s fresh water sources in the Himalayan, if it continues than in the next 15 years or so the nation will cease to starvation due to unavailability of fresh water source and change in climate . More than 23 Hydel project on major rivers of this smallest state of nation are sanctioned without concerning the future making the environment worst for tomorrow, the consistency of river and climate cycle in the Himalayan region has altered since last 10 years. So many RTI was clamped in this regard to protest and protect depleting environment but the RTI voices crippled on the table of Ministry of Environment & Forest MoEF in diplomatic nodes.
The germinating industrial units in once a ‘Green State’ have made everything pale with the growing numbers of infiltration each day. So, one can once more estimate the biggest breach of RTI being implemented seriously is failing in this tiny state is all due to diplomacy.
The infrastructure developments are even more pathetic than it appears in the lists of best performing State Awardees, how reputed national media house nominates Sikkim in Award list is indeed is suspense. The basic amenities of citizen’s like Health, Transportation facilities are largely crippling to unaware limit as such not a single RTI filed in this sector is replied with suitable answer to amassing corruption inside it. Scores of developmental works are laid undone, money laundering takes place for as many government projects are made completed in the files and dossiers. Yet, so many RTI is being issued but not a inch of response is received from the authorities in all the departments. Behind such a gruesome condition of RTI failure in Sikkim, blackmailing tricks can’t be denied in many cases.

we need a CHANGE in the government.. thats it.. the party should hold its position just for 8yrs to the max so that.. each 8yrs we have fresh development from each of the party in power
Sir, this is D.k.Chhetri, General Secretary ,Sikkim RTI Forum, YES , you are correct that after 7 years of enactment of the RTI Act things havent change much. But we must take into consideration that the RTI Act awareness in India found to be 3% in RURAL India and only 13% in URBAN India in Independent survey conducted by Social Agency in Nov. 2010.
As for using RTI Act as a tool for livelihood, this is what the result and state of corruption in our state. Everyone want to make easy money by any means.And things are getting worse.But I humbly suggest every one RTI Act is a power conferred to every citizen of INDIA. If you came to know someone is using RTI for money or for other gain ,YOU HAVE THE SAME POWER TO FILE THE RTI.
I put this in this way, if Mr. "A" has made 1 lac by illegal means and if Mr. "B" files RTI against him, MR."A" settles to MR. "B" by bribing him 30 thousand. Now Mr. "C" come to know this deal, and he dont like this, now he files RTI against Mr. "A". Mr. "A" bribes Mr. "C" 50 thousand to settle the matter. Now, Mr. "D" knows the deal and files RTI against Mr. "A" and demands 60 thousand.Mr. "A" some how settles the matter by paying Mr. "D" 40 thousand.
Here ,Mr "A" made 1 lac and paid 1 lac twenty thousand.
After some time Mr. "A" gets 1 crore worth of contract.This time he completes his work sincerly.
I am not favoring here, for those who are using RTI as a tool for blackmail but want to say if you want to see positive change you have to come forward file RTI and if you need help Sikkim RTI Forum is there.If you cant do it alone lets dot it together. Lets make our land better place to live for all.
if i put RTI against any of the org..or any abc….den my name or address will be revealed to them or not….please clarify…asap
sir ,my name is sangeeta bhandari and D/o Dhiren Bhandari.i am from rhenock ,sikkim.i have got a big problem to make my sikkim subject.sir i in the date of 14th june ,2011 i was gone to panchayat office of rhenock with a application to take panchayat sifaris to make my unmarried certificate but i got also there a big problem there are the panchayat officer told me "you area married girl" they told me married girl without any prove and denied to sign in my application. i suggest him m not married now but they dont want to understand.and i have demanded a application or any notice in the favour of mine to prove "i am a married.but also that time again they denied my demand.so please help me have youany process to make my unmarried certificate and sikkim subject.and sir, if there i will demand the reason for unmaking my certificate through the rti application that will be right.if right then suggest me.

simple solution…. The Honourable CM is on four district tour to solve all these kind of problems of yours and mine so at the time of his visit in your respective area better confide in him, he definitely will fix it.
there is no procedure to follow? Why she has to go and tell CM…..Will CM will listen every individuals Problem…..where he was covered by so many crowd……!! Please give some valuable procedure….if u dont know then…please dont left it on the hands of CM….

RTI IS SIMPLE AS ABC FOR PRIMULA BHANDARI AND SUDIP PRADHAN. THEY STARTED THEIR JOURNEY AS A RTI PATNER AND GREW TO BUSINESS PARTNER AND THEN TO BED PARTNER AND FINALLY SETTING UP SELLING SIKKIM. SHAME ON THEM.
