SNT Driver accuses GLP of assalute along the Highway

Despite the National Highway 31A being exempted from the recent Darjeeling bandh purview, reaching from Siliguri to the safety of Sikkim is gradually evolving as Dante’s version of hell as Gorkha Janmukti Morcha’s frontal organization, Gorkhaland Personnel (GLP) has over taken the policing duties alogn the highway right from Sevok to Rangpo putting the West Bengal Police out of the picture. News report have been coming in the past couple of days of the ‘hassasment’ , ‘beating’ and ‘kangaroo courts’ allegedly being perptuated by GLP members on the commuters travelling from Siliguri to Sikkim. Impromptu ‘checks’ have become the order of days in the highway even as frustrated commuters have said that it is high time that West Bengal Police should hang of their boots.

‘Right To Education bill to make India a knowledge hub’

Sixteen years after the idea was mooted, a bill aiming to provide free and compulsory education to children in the age group of six to 14 was introduced in the Lok Sabha Friday with the larger target of making India a ‘knowledge hub’ in the future.

‘This was a matter of national importance for UPA (United Progressive Alliance). This bill is just not about taking children to school. This is a bill that speaks about quality education, it speaks about the physical infrastructure, teacher-pupil ratio, qualification of teachers,’ Human Resource Development Minister Kapil Sibal said after introducing the bill.

Wai-wai company accused of paying less to labourers

The Chaudhary Group (CG) Pvt Ltd (Nepal)’s Sikkim production unit here has been accused of paying less to labourers employed here voilating State Government norms.
Although this Wai-Wai and Mimi production company has over more then 3000 workers in its production sector, all are unhappy with the company management.

According to informed sources, the company is paying only Rs 50 – Rs 60 per day to most of the labourers where as State Government has announced Rs 100 per day as labour wage per day since last year. Sources furthur revealed that when officials had inspected the factory few months back, the general manager of the said company had hid all these low paid labourers and threatened them of expelling if they don’t keep shut on the matter.

CAG slams Sikkim govt for ‘gross misuse of funds’

The Comptroller and Auditor General of India (CAG) has slammed the state government for ‘gross misuse’ of funds under the Non Lapsable Central Pool of Resources (NLCPR).

“There have been irregular utilisation of funds, cost escalation of projects, acceptance of higher tender rates, delay in completion of projects, excess expenditure and undue favour given to the contractors under NLCPR schemes in Sikkim,” the CAG has observed in its audit report for the financial year 2007-08.

The Cabinet Committee on Infrastructure approved the proposal to improve NH-31A from Sevoke to Ranipul to 2-lane standards on EPC basis under SARDP-NE with additional Budgetary Support of Rs.600 crore and also approved the proposal to construct a new 2-lane highway in Mizoram under SARDP-NE to support Kaladan Multi Model Transit Transport Project on EPC basis with Budgetary Support of Rs.680 core.

Observing a weeklong celebration of Drukpa Tsheshi and Guru Rinpoche’s Trungkar Tshechu, a talk programme on the topic ‘Buddhism with Emphasis on Unification of Thoughts’ was held at Chintan Bhawan here today.
Governor Balmiki Prasad Singh was present as the chief guest on the occasion, which was organised by Sikkim Buddhist Duechen Organisation and Sikkim Buddhist Association. Also present were Lachung Tulku Rinpoche, Padmashri Sanu Lama, former Sangha MLA Namkha Gyaltsen and Khen Rinpoche, devotees and students from various Schools.
While addressing the congregation, the Governor in his address said it is the duty of every citizen to maintain the unique tradition of social harmony, religious and spiritual pursuit along the lines of the teachings of Buddha and Guru Padmasambhava.

We need to Increase our Revenue Generation

Reiterating the need for increasing the State’s revenue, Sikkim Chief Minister Pawan Chamling today called for a ‘collective responsibility’ among all to cut down unnecessary expenditure even a major chunk of the State’s annual budget goes in paying salaries to Government employees.
In the last financial year alone, the State government had spent Rs. 514 crores in paying salaries which is a big burden for the State, said Mr. Chamling while presenting his vote of thanks on the concluding day of the budget session in the Sikkim Legislative Assembly.

SDF counters MHA on LT issue.‘Centre has to show interest to State govt’s demand’

The ruling Sikkim Democratic Front (SDF) party has reacted strongly to the reported statements of Minister of State for Union Home Ministry who had blamed the SDF Government for the delay in the Assembly seat reservation issue of the Limboo and Tamang communities.
The SDF Government has never made any delay in submitting a formula in the seat reservation issue to the Centre, said the ruling front in a press statement.

State Government should conduct detailed investigations against errant departments: Accountant General

This is for the second time that the report was released through a press conference held at the Lekha Pariksha Bhawan this evening after being tabled in the Assembly a few hour earlier.

The report also has six audit paragraph and four perfomance reviews apart from comments on Finance Accounts and Appropiration Accounts. This time, there is also a seperate chapter on Integrated Audit of Police Department.

The State Rural Management and Development Department for non-availing the excise duty concession on pipes has led to loss of Rs 2.50 Crores.
Similarly the report reveals that the lackadaisical approach of Human Resource Development Department to operationalize the District Institute of Education and Training (DIET) in the State remained unachieved even after lapse of 18 years.
Several other department have been brought under scanner for misappropirate loss, undue favour, excess expenditure, wasteful expenditure , loss of revenue and others.
